How do I assemble this WT arm?

So the manual doesn't exactly show me how to assemble this...



I suppose I need to insert this wheel between the two arm posts. But how? None of my allen keys fit in the screw head on the arm.

Or am I supposed to take off the arm post before I can fit the wheel?
